Rebecca Kadaga's Loss
Kadaga lost the recent National Resistance Movement (NRM) Central Executive Committee (CEC) election for the position of Second National Vice Chairperson (Female) to Anita Among due to several key factors.
Strong Competition from Anita Among: Anita Among, the current Speaker of Parliament, emerged as a formidable candidate with significant support. She secured 11,680 votes (92.8%) compared to Kadaga’s 902 votes (7.2%) out of 12,582 total votes, indicating a decisive victory. Among’s rapid rise in the NRM, her assertive leadership style, and her appeal to younger party members positioned her as a symbol of generational renewal, which resonated with many delegates.
Regional Dynamics and Divided Support in Busoga: Despite Kadaga’s strong historical ties to the Busoga sub-region, where she is a native, Among garnered significant support there, winning 499 votes to Kadaga’s 455 in the region. Among’s connection to Busoga through her marriage to Moses Magogo, a local MP, helped her build a base, with her supporters forming the “Team Mulamu” (Team In-law) camp. This division in Kadaga’s home region weakened her campaign, as some felt Busoga failed to unite behind her, unlike Among’s strong backing from her home region of Teso.
Perceived Party Performance Issues: Critics within the NRM, such as Jinja City’s NRM vice chairperson Daniel Musinguzi, pointed to Kadaga’s leadership as a factor in the party’s poor performance in Busoga during the 2021 general elections, where the opposition, led by Robert Kyagulanyi (Bobi Wine), won in several areas. This perception may have swayed delegates to favor Among, who was seen as delivering tangible results.
Allegations of Electoral Irregularities: Kadaga raised concerns about the election’s credibility, accusing Among’s team of bribing delegates with cash, iPads, and mobile phones. She also expressed distrust in the NRM Electoral Commission under Dr. Tanga Odoi, questioning its neutrality. These allegations, whether substantiated or not, may have highlighted vulnerabilities in her campaign strategy or alienated some delegates.
Party Dynamics and Museveni’s Influence: Despite Kadaga’s long-standing loyalty and seniority in the NRM, President Museveni’s apparent neutrality in the race, allowing delegates to decide, may have signaled a lack of strong backing for her. Among’s close ties to Museveni’s inner circle and her role as Speaker likely bolstered her candidacy, while Kadaga’s past defiance, such as running as an independent for Speaker in 2021, may have cost her favor among some party loyalists.
Generational Shift and Calls for New Leadership: Some party members, like Kamuli District’s Charles Mpalabule, argued that Kadaga’s contributions were significant but that newer leaders like Among could offer modern solutions. Among’s campaign emphasized unity and her parliamentary achievements, contrasting with Kadaga’s focus on her long service, which may have been seen as less appealing to delegates seeking change.
Personal and Political Rivalry: The rivalry between Kadaga and Among was highly publicized and divisive, with Kadaga accusing Among of being unfit due to international sanctions over alleged corruption. Among countered by highlighting Kadaga’s own defiance in past elections, which may have painted Kadaga as less loyal to party decisions. This public clash deepened factionalism, potentially turning some delegates against Kadaga.
Kadaga’s loss was a combination of Among’s strong campaign, regional vote splits, perceptions of her past performance, and shifting party dynamics favoring newer leadership. The decisive margin and mixed sentiments in Busoga, as reflected in posts on X, highlight the personal and political impact of this defeat for Kadaga.
