Phase 2 is mostly about what the agent is not allowed to do.

PolicyEnvelope caps turnover, single name weight, daily trades, and the asset list. CircuitBreaker trips on a stale oracle, a 5% price deviation, or liquidity under the floor. While it is tripped, overrides revert until the guardian resets.

That is the point of this phase: give the agent a path, then hard code the rails so a bad proposal dies onchain instead of in a Discord thread.
