Why does Construction cost four times more in Amaravati than in New Delhi @ncbn ?

The Andhra Pradesh Government has approved the construction of a new Andhra Pradesh Bhavan in New Delhi at an estimated cost of Rs. 124.5 crore for a built-up area of approximately 2.49 lakh sq. ft., translating to a construction cost of around Rs. 5,000 per sq. ft. In contrast, several government buildings currently under construction in Amaravati have estimated construction costs of around Rs. 20,000 per sq. ft. Based on available project estimates, the per-square-foot construction cost in Amaravati is nearly four times higher than the cost of constructing a comparable government complex in the national capital.

The comparison becomes more striking considering that construction in New Delhi generally involves higher labour costs, stricter engineering standards, premium materials, complex statutory approvals, and higher logistical expenses than most locations in Andhra Pradesh. The proposed AP Bhavan in Delhi is designed as a modern administrative complex comprising offices, guest accommodation, conference facilities, a 500-seat auditorium, VIP suites, dining facilities, parking infrastructure and future expansion provisions, yet its estimated construction cost remains around Rs. 5,000 per sq. ft.

This raises important public policy questions:

1.Why is the estimated construction cost of government buildings in Amaravati nearly four times higher than a comparable government complex in New Delhi?

2.What factors account for such a substantial difference in per-square-foot construction costs?

3.Have detailed cost estimates and bill-of-quantity analyses been placed in the public domain to justify this variation?
