@waltmossberg Giving you a tech based analogy- If you have a designed and assembled a new iPhone it still needs functionality testing, load testing, user acceptance testing, fixing the bugs and retesting - especially if you want to sell it to thousands of users!

@waltmossberg It is all about logistics, scaling up and validation. I have designed and run several such tests for new pathogens in my previous career. While I agree that we could be have been more prepared, it is not as simple as it sounds.
