Para finales de la década de 1970, en medio del conflicto armado interno, Guatemala se había convertido en el epicentro del mercado mundial de adopciones, a menudo irregulares y sin control judicial alguno.

Consuelo Porras firmó adopciones irregulares de niños de Guatemala, El Salvador y Honduras

Hace ocho años, antes de que el presidente Jimmy Morales escogiera a Consuelo Porras como fiscal general, la candidata informó a la Comisión de Postulación que, entre el 2 de abril de 1973 y el 1 de septiembre de 1982, ejerció varios cargos en instituciones de la Secretaría de Bienestar Social de la Presidencia. El último fue como administradora del Hogar Elisa Martínez.
