@DianboLiu@andrewgwils Then, researchers from developing countries can no longer submit papers. If the paper gets accepted, authors already pay for conference fee. Research should be free for all researchers, not be charged like this.

@tallinzen@AnkaReuel@Yminglai this is the best solution so far, and I'm happy that you are also a professor. Hope other profs/companies can take a look at other materials (like SoPs to understand candidate's mindsets).
If papers aren't the only metric, it would reduce a lot of cheating.

@AnkaReuel This pressure forces people at the bottom of the system to find ways to cheat just to survive (of course, I think that is wrong).
So professors, PIs, and companies are also part of this broken system. We should think about how to fix the problem at its root....
@AnkaReuel Look at the current PhD admissions/job market. If you don't have top-tier papers, it can be extremely difficult to get a PhD position, and I believe very few professors would even agree to interview a student from a developing country with no publications.

Also, another reason to do a PhD is simple: you enjoy research and get to choose what you want to work on.
