x402 endpoint, signing via EIP-3009, send USDC with no onchain link across @base

- @fluidkey to get a fresh PayTo address each time
- x402 filled via @coinbase facilitator
- USDC sent out from Veil relayer

Result: no link between in/out txs.

Agents just hit one endpoint + sign.

Still early, but promising.
