If an agent can retry a step, every tool it can reach has to be safe to call twice. Retry is the default failure handling in most runtimes, and the calls that hurt are the ones with side effects you cannot roll back, a sent email, a placed order, a posted webhook.

Idempotency keys predate all of this and are still the cheapest thing to put in before an agent gets write access.
