Atlantic Canada got a double payment in Oct because the pollution price came in to effect there in July. The other provinces that had the fuel charge prior to July would have been on the quarterly timeline.

@GK_Fellows Hi Kent, the provincial system already includes tightening rates to ensure that the credit market is not flooded. I believe AB already has a tightening rate of 4% for the OS near the end of this decade. There are tools to ensure the scenario you describe does not happen.
