My society, Thakur’s Blue Heaven CHS, Kandivali East, Mumbai, has withheld my NOC for a private EV charger, citing 2026 Model Bye-Laws that it admits are still only a draft and not notified.
Please clarify the rules.

The Society admits the 2026 Model Bye-Laws it relies on are still a draft, open for objections until 27 Aug 2026, and not yet notified—yet it is withholding my EV charger NOC until the rules are finalised, creating a catch-22 for EV owners.
