Some years ago, the gods of Indian bureaucracy decided I needed a form “duly attested” by a Class I Gazetted Officer to be submitted in the office of the District Collector. Buried in the fine print was the most reasonable of all conditions: the officer must have personally (1)

And that was not the end of my misery. I was then required to obtain the signature of yet another Class I Gazetted Officer under the same conditions laid down for him as well. (9)

We proudly boast about our digital advancements aloud. So why make people run from office to office? Self-certification and online submissions should be the norm—essential for minimum government and maximum governance. Onus on providing wrong information lies on individual.

Excessive bureaucracy: If a person certifies his own document as genuine, why drag him before a magistrate or officer for another stamp? The responsibility lies with the declarant. Such mindless red tape reflects institutionalised distrust and bureaucratic absurdity,(1)

where common sense is buried under paperwork. The process gets unnecessarily prolonged, undermining ease of governance and creating fertile ground for public apathy and corruption.

It is a well-established fact that excessive bureaucracy creates fertile ground for rampant corruption in society. Ultimately, both the people and the nation suffer immensely.
