If people want 1-8 seeding, eliminate divisions and conference becomes only determining factor for schedule.

@mirtle @ThomasDrance Just eliminate the divisions then. What purpose do they serve if you want 1-8 seeding? Schedule is almost balanced for intra-conference games (3 games, and 4 vs a couple). Just advocate to have east and west conference only.
