The legal framework is available, Anti-corruption institutions are available. Public outrage against corruption is present. So why does corruption exist and persist? Institutions and agencies responsible for fighting corruption are not up to the job.

THREE HOIMA BASED JOURNALISTS TRAPED IN NEGOTIATIONS FOR PAYMENTS TO DROP A STORY.
On Tuesday 9th/07/2024, three journalists/news reporters based in Hoima were traped negotiating for payments from a @KikuubeOfficial district Councilor who also doubles as a secretary for finance Hon. Zulia Nyakahara, so as to decline writing a story about her.
The three who included *Joseph Kasumba of @ntvuganda and liberty FM news reporter,Robert Gad Tusiime Bikwasiroha of @BunyoroTv and liberty FM, and Goerge Niyonzima of @ubctvuganda and Radio Hoima,* were on 9th/07/2024 recorded by a wise tricky Hon Zulia negotiating how they would get money from her and then drop publishing a story about her regarding their allegations where they claimed that she had extorted money from a Job seeker from Kikuube district.
An *NTV news reporter Kasumba* firmly and shamelessly bargained for 100,000/= for each of them and their fourth fellow whom they mentioned as *Allan of New Vision* who didn't attend the meeting in person due to some an avoidable circumstances, meaning that they wanted a total sum 400,000/= from her. As the negotiations went on, Mr *kasumba* gave the Councilor a discount of 20,000/= from each person, reducing to 80,000/=each, totaling to 320,000/=.
But they were surprised to see the Hon councillor back firing and denying paying the ransom as per their demand.
And the meeting split in disappointments and bitterness with each side cursing the other.
However this annoyence promoted the ashamed reporters to carry on and write a false story about the Councilor which circulated on several National TV channels, claiming that the Councilor was on police Bond and yet up to now Zulia has no case at @PoliceUg and non of them can present the *case file reference number*.
This was real malice and tarnishing the Councilor's name.
In the meeting that sat at cultural lodge in Hoima city the three journalists exposed a lot of unprofessionalism, cheap popularity and idiocy when they talked a lot of irrelevance and nonsense about people who were not part of the agenda for meeting they had convined.
Little did they know that their actions were recorded.
Whoever, this trap has helped to reveal to the people of Kikuube district who is causing all the troubles they are going through as a district after the three openly confessed to have played a role in disstabilizing the peace in the district through irresponsible media coverages after being used by some mafias whose intentions are to fulfill their personal political agendas.
As residents of Kikuube district we are determined to expose whoever is causing chaos and havoc in the district.
The laws must act uniformly and not selectively as it is now.

Only when there is pressure to protect his job does he come out to selectively pursue those not with him.
