If a zonal resource like EC2 instance / EBS volume or a read only service like IAM data plane are unavailable then I agree...

@brankopetric00 Do they have paying customers? If they do, prioritize "operability" for what they are paying for (components, SLA). Otherwise prioritize enabling acquiring customers (rapid deployments, environment creation/stabilization)...
