Blinken is doing a tour to the countries he thinks are likely to back South Africa and likely try to convince them not to. He's going to Turkey, Saudi, UAE, etc. So, the action is also to write to embassies and consulates of various countries and pressure them to support South Africa at the International Criminal Court (ICJ) on Jan 11.

If the ICJ rules genocide...all countries and the UN will be obligated to end the genocide.

And all who helped... like sending weapons... will officially be complicit.

The US does have its fingers in the ICJ, but since South Africa is allowed to appoint the judge they want, there is hope of mitigating that.
