Don't let the false equivalencies fool you. Models are just data. Bytes in, bytes out. The idea that some guy running a model in his basement is going to develop a bio weapon is legitimately, insanely stupid. "Claude, make me a deadly virus, make no mistakes."
It is not the lack of knowlege today that prevents anyone from doing unimaginable harm to others. Having a recipe to build a nuke, isn't going to suddenly make you or even a moderately well-funded organization capable of building a nuke.
For example, you could source every raw component today required to build a GPU. Is it the lack of knowledge that prevents someone from doing so?
