The most overrated restaurant I've found in San Francisco, without a doubt, is Rintaro.

In Japan, it wouldn't even be a B-tier izakaya. The menu is small, with nothing new or innovative, and every dish is executed mediocrely. Yet SF people treat it like fine dining.
