The word "extract" in this context is a very pompous and financialized way of describing what is supposed to be a memetic, energetic flywheel. @gitcoin and @optimismFND set a great example of how to treat builders when they apply for funding-- They call them "Regens", as in "the regenerative, constructive counterparts to the Degen crypto culture."
Let's take a page from their book and start treating builders like their creative energy is at the very least equal to the value of a pool of capital.

A teacher gave a balloon to each student, who had to inflate it, write their name on it, and throw it in the hallway. The teacher then mixed up all the balloons. The students were given 5 minutes to find their own balloon. Despite a hectic search, no one found their own balloon.
At that point, the professor told the students to take the first balloon they found and hand it to the person whose name was written on it. In 5 minutes each had their own balloon.
The teacher told the students: "These balloons are like happiness. We will never find it if everyone is looking for theirs. But if we care about the happiness of others... we will find ours too."
