And may be thus even after refusal from Shiv, Shakti went to the yajna. Unable to convince Devtas to let Shiv be the part of worship. She sacrificed herself with the idea that the presence of SHAKTI will be in the entire Bharat and SHIV-SHAKTI will be worshipped like all devtas.
