The rise in child poverty over the last 6 years has all but wiped out the progress that has been made since the late 1990s. The child poverty rate is now as high in England as in the other three countries and in recent years it has been rising faster.

Instead of hoping for an unbalanced consumer-led spending boom, the Government should use a recovery bond to direct savings to productive uses. The bond represents a switch to an investment-led recovery.
