· The evolution in the 2026/27 expenditure estimates from Kes 4.649 trillion (22.2% of GDP) as of the first print seven months ago to Kes 4.845 trillion (23.3% of GDP) as per the latest print from the National Assembly's Committee of Supply on June 4th speaks to the fiscal inflexibility that shapes the next financial year

· The steep reduction in the Energy, Infrastructure & ICT budget (18.5% y/y down to Kes 535.98 billion) signals the expectation that big ticket spending will be funded off the National Infrastructure Fund & not the Consolidate Fund

· Counties Equitable Share remains a wild card in the 2026/27 fiscal framework. Whereas presently it has been factored in at Kes 420.0 billion, the matter has proceeded to National Assembly & Senate mediation as counties push for Kes 454.0 billion
