FACT: DUAL CITIZENSHIP was STRONGLY REJECTED by Ugandans during the Justice Odoki-led consultations prior to the 1995 Constitution.
That’s why Article 15 was originally titled “PROHIBITION OF DUAL CITIZENSHIP” until the 2005 amendment.

Unfortunately that argument is far fetched from the clear provisions of the constitution. Two rules of constitutional interpretation, the rule of harmony and exhaustiveness as well as the purpose and effect rule apply.
I’ve come across an argument by a lawyer; Ssemambo Rashid. He argues that Dr. Lawrence Muganga’s appointment as Minister is fully constitutional. Uganda’s Constitution requires only the President to be a citizen by birth, but Ministers only need to be Ugandan citizens (Articles 80 & 113). And that therefore there is no ban on dual citizens. The 2009 law restricting dual citizens from Cabinet positions contradicts the Constitution and yet the constitution is the supreme law, making the 2009 law automatically null and void under Article 2(2). Dual citizens enjoy full rights and duties as Ugandans, nothing less.
@Atukundaisaac1@Jbyam1 Notwithstanding the clear letter of the law, our shambolic, inept and maladroit parliament can choose to repeal the relevant section and insert a retrospective clause to have the dual citizen appointees assume their offices.
