people always make a big fuss about this phrasing. and to be clear, there are certainly issues with it, but essentially it's trying to be gender inclusive while still disallowing toplessness for anyone other than men.

tbh, to me, it's the ideal solution if youre not gonna be pro #FreeTheNipple. preserves diversity of gender expression better than any other phrasing i can think of.
