@tomcolicchio Under Trump, Ds tied two year spending cap deals to debt limit at times. But those were spending increases. CRS said there were policy provisions tied to debt limit the majority of the time since the 1970s. Horse trading isn’t new.

@rch371 The Fed facility they announced uses Treasury’s ESF as the backstop and that is def taxpayer money. Appropriated $500 B in CARES Act. They’re using $25 B of the funding leftover in that account for this.
