My advice to @XcelEnergyCO:

Communication - with specific details - can go a long way. Provide guidance on the areas your crews are currently in so residents can have a sense of when you might get to them. These generic messages & terrible maps literally do nothing for us.

@KyleClark @coloradodems My personal opinion on it: People don't like being held hostage. Tying TABOR refunds to the outcome of this vote was a poor decision. I know I can't be the only person who cringed at that approach.
