Ending the fiction of fifth generation "Palestine Refugees" does not imply that they must be naturalized in Lebanon. That is exactly the role of the UNHCR. Remove UNRWA which perpetuates this lie and bring in UNHCR with a clear five year plan to settle the Lebanese born stateless Arabs.

Also, given that Lebanon and France both recognize a State of Palestine, they can also end that fiction by recognizing them as Palestinian citizens living in Lebanon, but the key issue is to end the fiction that they are "Palestine Refugees" living in Lebanon.
