The primary law in Nigeria that mandates an Environmental Impact Assessment (EIA) before starting a project is the Environmental Impact Assessment Act, Cap E12, Laws of the Federation of Nigeria (LFN) 2004. Originally enacted as Decree No. 86 of 1992, this legislation forbids both public and private sector developers from embarking on major projects without prior evaluation of their environmental impacts.

The Federal Framework
•The EIA Act (Cap E12): Section 2 of the EIA Act explicitly restricts any public or private authority from authorizing or undertaking projects that significantly affect the environment without an early-stage assessment. Section 13 sets out a "Mandatory Study List" for Category I projects (such as large-scale agriculture, airport construction, coastal reclamation, and mining) which legally cannot bypass a full-scale EIA. •Nigerian Urban and Regional Planning Act (Cap N138 LFN 2004): This law complements the EIA Act by requiring an environmental impact report before physical planning permissions or development permits are granted for major commercial or residential projects. [1]

The coastal road construction started and 1 month to its completion that was when the EIA was released

Adire and Ankara can’t be the uniform for all NYSC members across the country. We are all not from the SW region.

The current uniform is sexless, detribalized and smart.

NYSC is still one of the few programmes that genuinely promotes national unity by exposing young Nigerians to different cultures, people and ways of life.

The EIA of the coastal road was only completed 1 month before the coastal road was commissioned

The coastal was commissioned in May 2025

EIA was completed in April 2025

Mr Umahi has more questions to answer

It’s obvious when we asked for the EIA they didn’t have it

Construction on this highway officially began in March 2024. Releasing or finalizing EIA components a year later (April 2025) and commissioning the first phase in May 2025 means the project was built retrospectively. This defeats the legal purpose of an EIA, which is to prevent harm rather than document it after construction.[1, 2, 3, 4]
