They are related, but they are not the same thing.
What Exactly Is an IMEI?
An IMEI (International Mobile Equipment Identity) is a unique number assigned to a phone's cellular radio hardware
Think of it like a vehicle's VIN number.
Phone number = who you are
SIM card (IMSI) = your subscriber identity
IMEI = the identity of the physical device itself
When your phone connects to a cellular network, it tells the carrier:

This allows the network to know both which device and which subscriber are communicating
How Does a Carrier See Your Phone?
Every time your phone:
* Powers on
* Makes a call
* Sends an SMS
* Uses mobile data
* Performs network registration

During this process, the carrier receives information including:
IMEI
IMSI (subscriber identity from SIM)
Cell tower being used
Signal information
Time of connection
The carrier therefore knows:

What Happens After a Phone Is Reported Stolen?

The goal is not primarily tracking

IMEI Tracking Often Fails
Here's the crucial part
IMEI tracking only works if the phone appears on a network
If a thief:
* Keeps the phone powered off
* Removes the battery (where possible)
* Never inserts a SIM
* Ships it overseas immediately
* Strips it for parts
then there may be nothing to track
The network can only observe a device that actually connects
This is one of the biggest reasons stolen-phone recovery rates are often much lower than people expect
