Former addicts say there is no recovery without accountability. But Sacramento thinks drug-free sober living communities are cruel. Make it make sense.

Barring state dollars from funding abstinence-based housing while using them to fund needle exchange is cruel. And until we make a change, people will continue to overdose on our streets and in our shelters.

As governor, I will sign legislation to fund recovery housing and build out a shelter system that gets everyone indoors and on a pathway to something better — for their good and the good of the broader community.
