Have you all seen Trump’s announcement of his SUPER PUTIN DEAL? Russia promises to immediately supply more than 300,000 tonnes of diesel to the market, including the US, followed by another 500,000 tonnes in November. Then come promises of EVEN BIGGER volumes. Because the deal has to be HUGE. At least in the post.
OFAC, of course, wasted no time issuing a temporary waiver until April 7 to accommodate the president’s latest “GENIUS” deal.
Except the BIG DEAL is not actually that big. More of a stage prop. Very Trump.
Let’s do the maths. Actual numbers. TERRIBLE, I know.
300,000 tonnes is roughly 2.2 million barrels of diesel.
500,000 tonnes is roughly 3.7 million barrels.
In September, Russia managed to export just 0.1 million barrels. Basically none, as there is export ban.
So Putin has already “sold” Trump a volume 22 TIMES larger than Russia’s entire September exports. Making promises is, of course, easier than rebuilding refineries after Ukrainian strikes. MUCH EASIER. SOME SAY THE EASIEST.
Meanwhile, Russia’s diesel export ban remains in force until October 31: the fuel is needed domestically, and Ukrainian drones have significantly reduced Russia’s ability to produce it. A VERY SUCCESSFUL phone call with Trump is unlikely to have fixed those problems.
Now for another comparison. Russia’s average monthly diesel exports last year were 18.3 million barrels. The promised deliveries amount to just 12% and 20% of that volume, respectively.
So we have a promise that Russia still needs to find a way to fulfil, given the state of its refineries. And even if delivered, it looks considerably less impressive than the presidential CAPS LOCK. Not quite THE GREATEST DEAL IN HISTORY.
The political logic is clear. The war with Iran and high fuel prices are a bad backdrop for the elections. One would hope politically FATAL, at this point. The administration desperately needs a story about how the president is about to FIX EVERYTHING. Preferably IMMEDIATELY. Preferably without explaining how we got here in the first place.
So perhaps the main product of this deal is not even diesel. It is another attempt to calm the market with a BIG, BEAUTIFUL ANNOUNCEMENT. Let’s see how much credibility these announcements still have.
Russia, of course, will sell this as a HUGE VICTORY. And why wouldn’t it? Promise diesel you still need to find somewhere, get a sanctions waiver UPFRONT. Plus another opportunity to tell the world that it simply CANNOT MANAGE WITHOUT RUSSIA.
But what worries me most is that this spectacle could weaken our European partners’ resolve. Trump’s latest “breakthrough” must not become an excuse to ease sanctions pressure on Russia — precisely when that pressure needs to INCREASE.
Of course, this decision will benefit Russia by generating additional revenues. We’ll be watching how much of its export capacity Russia actually manages to restore. One thing is CLEAR: Ukrainian strikes on Russian refineries need to INTENSIFY.
Today, Russia expressed its thanks for the lifting of sanctions on diesel exports by dropping five glide bombs on residential buildings in Zaporizhzhia. As of now, sadly, twelve people have been confirmed killed, including three children. My condolences to all their families and loved ones. Another fourteen people have been injured, and two of them are in critical condition – the doctors are fighting to save their lives. The status of twelve more people who may have been there is still being verified. All emergency services are at the scene, and search-and-rescue operations are underway. Overnight, thirteen of our regions came under attack. Residential buildings, infrastructure, and railway facilities have been damaged.
Last night confirmed once again that in Russia, they take any easing of pressure to mean they can keep fighting, to mean they can keep dropping bombs on cities. Different signals are needed. Russia must understand that it needs to stop the war, and for that to happen, Russia must feel its losses. Right now, it is our long-range capabilities that are ensuring this. And we will respond to Russian strikes. I thank everyone who is helping.
Peace never comes through weakness. Today, representatives of the U.S. Congress were in Kyiv – a bipartisan delegation – and I am grateful to them for visiting Ukraine at such a difficult time. They asked: what is needed to end the war? The answer must be strong. There must be sanctions under the Lindsey Graham bill, there must be support for Ukraine in protecting lives, and there must be pressure on Russia for its war. And today, there was a conversation between the leaders of America and Russia. A conversation that leads to something different.
Recently, there was a European decision to lift sanctions on Russian oligarchs. Since then, Russian strikes and the torment of people have only increased. This past week alone, there was a brutal Russian missile strike on a residential building in Pryluky, aerial bombs were dropped on Kramatorsk – on ordinary city buses – and there have been constant attacks on Kyiv’s energy infrastructure and on the life-sustaining infrastructure in Dnipro, Kharkiv, Odesa, and our other cities. Dozens of people have been killed and hundreds wounded.
The Russians are compensating for their inability to achieve their objectives on the battlefield with this kind of terror. This year, Russia is weaker on the battlefield than at any other point in the war. That is why Putin is relying on terror. That is why he is relying on attempts to strike backroom deals to secure some form of pressure relief for Russia, in order to buy more time and more opportunities for war.
Any easing of sanctions against Russia without a clear and lasting de-escalation agreement with Russia is an obvious weakness. It plays into Russia’s hands – allowing it to kill more, wage war for longer, have even less respect for America, and inflict even greater losses and damage on the world.
Ukraine is ready to take symmetrical de-escalatory steps, and the American team knows our position. Our strikes on Russian oil refineries and other oil facilities are a response to Russia’s years-long campaign of terror against Ukraine’s energy sector. Ukraine will not set Russian oil refineries on fire if Russia does not destroy our energy infrastructure. This is the kind of agreement we are proposing to America, and we believe the United States has enough power to achieve such a compromise.
Gifts to Putin will not bring peace or any benefit to the civilized world. Russia will “repay” the diesel with further terror and perfidy. Allowing Russia to sell petroleum products is an investment in a war that must be ended, not prolonged. What is needed is real de-escalation with Russia on a reciprocal basis.
We count on America’s fair support for our defense of life, for our defense of people in Ukraine – and on the United States having a correspondingly strong conversation with Russia. A strong one, not a weak one.
Another way to think about Trump announcement today: If he increased US diesel imports from Canada by 4%, he would gain as much fuel as from this Russia deal. But the Canadians are global super-villains, so who wants to buy from them when you could enrich Putin instead?

Overall, 25 people were killed in this massive Russian strike on Ukraine. One hundred people were injured. It was a combined attack, involving many ballistic and cruise missiles, as well as “shaheds.” This is the kind of “gift” Putin gave himself for his birthday.
Ukrainian warriors shot down 44 missiles – both cruise and ballistic. Not all of those launched by Russia, and ballistic missiles are especially difficult to deal with. We suppressed 117 “shaheds” – most of those launched, but unfortunately, not all of them either.
Additional packages of air defense missiles are needed, as are additional measures to support Ukraine. And there will be appropriate packages. The threat is there every day, and every day, our air defense batteries need to have missiles ready. We strongly count on prompt deliveries from our partners.
Work to clear the rubble is ongoing at the site of a Russian missile strike on a residential building in Pryluky. As of now, 18 people have been reported killed, four of them children: Oleksandr, Kyrylo, and Serhii, who were only one year old, and eight-year-old Maksym. My condolences to all their families and loved ones. Dozens of people were injured, including seven children. All emergency services are involved and working at the site. Fifteen people were rescued, including one child. There are still people who have not yet been accounted for.
The Russians know very well that they are striking ordinary cities, ordinary life. And the continued use of missiles against Ukraine, against our people, our children, is an absolutely deliberate choice of terror. This is what Moscow chooses – despite all our efforts with partners to bring peace closer. And this is a clear reason why more pressure on Russia is needed and why Ukraine needs more defense packages. It is important that leaders understand this. It is important that the world not remain silent today.
