Ukhrul Violence and Manipur’s Fragile Peace

From the Meitei–Kuki clashes of 2023 to emerging Tangkhul–Kuki tensions, Manipur appears to be sliding into a multi-front ethnic conflict. The recent violence in Litan, Ukhrul district, is not an isolated incident but a symptom of deeper structural fractures within the state. What began as a local altercation quickly escalated into a communal confrontation, exposing how fragile peace has become in a society where mistrust runs deep and every incident is viewed through an ethnic lens.

Manipur’s social fabric has long been shaped by separation rather than integration. The Meiteis, Nagas, and Kuki–Zo tribes inhabit distinct social, cultural, and political worlds with little shared identity. Each community pursues its own aspirations: the Meiteis seek to consolidate their political influence in Manipur, while tribal groups increasingly articulate demands for autonomy or separate political arrangements. The absence of historical bonding between the hills and the valley has left Manipur without a strong unifying narrative.

The Litan incident highlights the dangers of this fragmentation. After the rupture between Meiteis and Kuki–Zo communities in 2023, new fault lines are now emerging between Tangkhuls and Kukis. There is also another fault line that has been brewing between the Zeliangrong and Kuki tribes. The shifting pattern of conflict suggests that Manipur is entering a phase where ethnic tensions may multiply rather than subside. In such conflicts, the worst sufferers are always ordinary citizens—especially women, children, and the elderly.

Political anxieties are intensifying the crisis. The impending delimitation exercise based on Census 2027 could significantly alter political representation, deepening fears among communities already wary of each other’s intentions. Tribal groups view the Meitei demand for Scheduled Tribe status as a potential threat to tribal land and autonomy, while Meiteis see their demands as a response to perceived marginalisation. In this climate, every policy decision is interpreted through a communal prism.

The question is no longer how to restore temporary calm but how to address the structural roots of instability. Without bold political imagination and inclusive leadership, Manipur risks drifting from one crisis to another. The idea of reorganising states in the Northeast—once considered taboo—deserves serious debate as a long-term constitutional option. Ukhrul is a warning that Manipur is living on the edge of a tinderbox, where every spark carries the potential for another conflagration.
