#Russian forces use the tactic of sexual violence against Ukrainian men on an unprecedented scale ➡️ Drawing on survivor and witness testimony, as well as open sources, this joint report by Truth Hounds and IPHR demonstrates that Russia has enacted a widespread and systematic campaign of sexual violence against men in #Ukraine.

The authors of the report have documented sexual violence by Russian forces against 212 male victims.

The report:
🔺documents the brutal forms of sexual violence that Russian forces deploy as a matter of established practice;
🔺describes the network of facilities where Russian forces held Ukrainian men and subjected them to sexual violence;
🔺outlines the organisational structure that undertook this campaign of torture and humiliation, including some named perpetrators;
🔺qualifies the described conduct as the crimes against humanity of torture and sexual violence under the Rome Statute of the ICC.

Sexual violence is used to degrade male victims and injure their sense of masculinity, which is a particularly significant tactic in the context of the violently hypermasculine and homophobic culture that pervades Russia’s prison and military systems.

Izoliatsiia (@izolyatsia) was a contemporary art centre in #Donetsk, Ukraine. In 2014, #Russia-backed forces seized it and turned it into a detention and torture site. Truth Hounds identified at least 127 survivors who had been subjected to the violence there. 1/

Twelve years ago, armed fighters from the #Russia-backed “#Donetsk People’s Republic” (“#DPR”) seized the @izolyatsia cultural centre in Donetsk, Ukraine. In the days that followed, armed groups took control of the site and vandalised its property.

The new Truth Hounds report examines the establishment and operation of the illegal detention facility “Izoliatsiia”.

It traces the history of the Izoliatsiia site from an industrial enterprise to a cultural institution and, later, to a place of occupation and ultimately detention and torture. It describes how shifts in power, ideology, and armed conflict reshaped the site itself and its place in the social and cultural life of Donetsk.

The destruction of the #Kakhovka Dam by #Russian forces could constitute an act of water weaponisation ➡️ A new report by Truth Hounds examines how following the destruction of the Kakhovka Dam, Russian forces and occupation authorities disrupted, obstructed and endangered volunteer emergency rescue efforts. The findings show a pattern of conduct that caused preventable civilian casualties.

Based on interviews with independent and NGO volunteers, @RedCrossUkraine responders, and volunteers from Russian-occupied areas who later reached Ukrainian-controlled territory, Truth Hounds identified at least 10 instances in which volunteers were injured while carrying out evacuations.

Russian conduct on both banks of the Dnipro simultaneously undermined the effective use of the emergency response window in different ways:
🔺 On the Ukrainian-controlled right bank, there was rescue capacity, but Russian forces attacked it. Volunteers interviewed by Truth Hounds described mortar and artillery fire near evacuation points, boats, flooded residential streets, and clearly marked emergency responders.
🔺 On the Russian-occupied left bank, Russian forces obstructed rescue capacity before it could be deployed. Witnesses told Truth Hounds that local residents had to rescue one another because official help did not arrive.

International humanitarian law (#IHL) requires parties to a conflict to distinguish between civilians and combatants, take constant care to spare civilians, and facilitate humanitarian relief for those in need. Russian forces violated these basic principles by attacking areas where emergency responders and volunteers were carrying out evacuations, and by interfering with civilian rescue efforts in occupied territory.

This documented pattern also raises serious concerns that Russian forces may have exploited the vulnerability induced by the disaster as a weapon, turning the urgent need for rescue of civilians into another form of harm.

New report: the first in-depth global study of #Russia’s large-scale predatory recruitment of foreign fighters in its war against #Ukraine.

Conducted by @fidh_en, Truth Hounds and @bureau_kz, the report shows how Russia has organised and overseen a global system of predatory recruitment which, in some cases, amounts to human trafficking and may constitute a transnational crime.

The research is based on interviews with 16 prisoners of war (#POWs) held in Ukraine and former Russian military, as well as open-source research and consultations with Ukrainian authorities and human rights experts.

It documents how Russia’s recruitment of foreign fighters has evolved into a global operation targeting individuals in situations of economic, social, or legal vulnerability.

The report concludes that, in some cases, Russia’s predatory recruitment meets the criteria of human trafficking as defined by the Palermo Protocol, thereby engaging Russia’s responsibility under international law.
