Comprehensive gun control that restricts general access across demographics (age, criminal history, etc.) with cross state alignment is aimed towards harm reduction.

The difference is the mother may not have broken the law by leaving her firearm in direct access for a non-registrant to use. Law impacts access.

They are going after "fraudulent" cases of citizenship, which includes the slightest mistakes on naturalization forms/processes and even suspicions of those mistakes /crimes.
