You're right, this doesn't make sense ! I went through a somewhat similar scenario with my kitty, Pumpkin (my profile pic) near the end of the covid fiasco. So sorry, I can sympathize with you on this unnecessary, stressful delay. The veternarian at my usual clinic blamed it on short staffing due to the pandemic and referred us to another veternary hospital 2 hours away in another city.
