CHANGE or PERISH
In July 1999, when Kenyans and friends of from all over the world had succeeded to isolate and weaken Moi and his authoritarian KANU regime, Moi appointed Richard Leakey Cabinet Secretary and Head of Public Service and brought in a group of technocrats including Dr. Shem Migot Adhola and Martin Oduor-Otieno, Mwangazi Mwachofu, Titus Naikuni and Wilfred Mwangi into the Executive, with hefty salaries and perks.
This new team was immediately called the “Dream Team.” The diplomatic community, local and international media celebrated the “Dream Team” and DISTRACTED Kenyans from their agitation for change.
The Dream Team was supposed to streamline the civil service, tackle corruption, tribalism, nepotism and waste and regain the confidence of the international community in the management of public affairs, especially the economy.
However, within months, it became apparent that the Dream Team had hit headwinds and were making no progress in any of the public policy issues they were allegedly appointed to address.
One early morning In 2001, Moi summoned his Innermost Cabal, including Leakey, to @StateHouseKenya and presided over a meeting that made key changes to the cabinet and civil service.
The meeting was top secret and only a select few were invited to it and/or knew about it. The changes were to be announced at the 1 pm news bulletin on the same day.
After Leakey had prepared and printed the final list and gave it Moi at State House, he had lunch with Moi before returning to his Harambee Avenue office to wait for the announcement.
At exactly 1 p.m., the Breaking News was “Moi fires Richard Leakey as Secretary to the Cabinet and Head of the Civil Service.”
Leakey’s heart raced to his mouth. He slumped in his nice leather sofa seat and didn’t hear the rest of the news that day.
Once again, Moi, like all dictators, had proven to Leakey, Kenyans and the world, that a leopard doesn’t change its spots—and that ultimately those who fall under the spell of tyrants only have themselves to blame.
Lesson: Never get distracted, excited by superficial statements and cosmetic ‘changes’. The culture of impunity cannot and will not be transformed by changes of personnel. For the culture of impunity to be uprooted, replaced or transformed, one has to first uproot all the embodiments of that culture—warts and all.
If we want to transform Kenya, eliminate or significantly reduce corruption and build a country governed by the rule of law, equity, social justice and democratic principles, we must remove the head of government and state and everyone and everything he uses to facilitate the culture of impunity.
Anything else is part of his strategy to survive and rebrand.

Now, I am calling @OkiyaOmtatah out. If Okiya Omtatah is not Ruto’s agent, I dare him to call off his misguided premature campaign for 2027 and focus on a revolutionary movement to remove Ruto from power now—before 2027.
Anyone pretending to be vying for presidency in 2027 with Ruto’s stranglehold on the police, NIS, @IEBCKenya and the judiciary is a strategic decoy and a Ruto agent.
Suing Joho and other Ruto cabinet secretaries is not a revolutionary act.
Organizing protests against Ruto is what constitutes a genuine effort to transform the system so that Kenyans can have free, fair and credible elections in 2027.
Why is Okiya focused on money matters instead of egregious human rights violations, including abductions, torture and murder by Ruto?
Okiya is a senator with a privileged platform in Parliament he can use to rally Kenyans and the world against Ruto’s tyranny: why isn’t he using it?
Why is he wasting time and diverting attention from Ruto to Joho?
Why is he pretending to be campaigning for president when he knows that it’s Ruto who granted him permission to gazette his so-called “campaign team?”
Remember that Ruto couldn’t even grant that privilege (I use the word “privilege” deliberately) to Gachagua when the latter was his deputy!
There will be no credible and democratic election in 2027 if Ruto is not removed from power.
Let Okiya start calling on Ruto to go now.
Demanding that Ruto appoints his mistresses and male slaves in the IEBC is not just a stupid thing; it amounts to campaigning for Ruto.
