Mark Carney @MarkJCarney uses a personal British cell phone number to conduct state business and message European leaders, according to the Wall Street Journal. The Wall Street Journal article notes that Carney employed this number from his time in London to persuade those leaders that the old America is not coming back. This practice presents serious security concerns for Canadian communications with world leaders.

Carney worked at Goldman Sachs for 13 years across offices in London, Tokyo, New York, and Toronto. He later became deputy governor, then governor of the Bank of Canada from 2008 to 2013. Carney then served as governor of the Bank of England from 2013 to 2020 as the first non-British citizen in that position. After central banking, Carney took roles at Brookfield Asset Management as vice chair and head of transition investing. He held Brookfield stock options valued at over $6.8 million USD as of late 2024, with expiration dates in the 2030s. Ethics committee hearings examined these ties, and opposition members argued that 95 percent of Brookfield companies fell outside his ethics screen. Brookfield maintains deep involvement in Canadian infrastructure, renewables, mining, nuclear energy, and shipping.

Carney renounced his British and Irish citizenships before becoming prime minister in March 2025. He had acquired Irish citizenship through ancestry in the late 1980s and British citizenship in 2018. Carney pushed Europe alignment by attending the European Political Community meeting as the first non-European leader featured. He stated that the international order would rebuild out of Europe. The partnership included tariff reductions on Chinese electric vehicles, up to 49,000 units, and collaboration on energy, clean technology, and climate measures. He described aspects of the relationship as more predictable in some contexts. Canada experienced a technical recession, with gross domestic product contraction in late 2025 and early 2026, along with rising unemployment. Carney announced the Canada Strong Fund as a national sovereign wealth fund and a Canada-British Columbia Cooperative Prosperity Agreement involving over $200 billion in investments, including pipeline elements.
