@PJTheEconomist Follow the money, Paul. They cheated to aid their efforts to gain £100M+ from promotion to the PL. Any other sanction would allow that potential gain to hold, and close off that gain from the teams that failed to obtain promotion. So teams would ignore the rule in future....
