I hate to be the bearer of bad news, but this is something I’ve been warning about since 2022.
When you compare the number of temporary residents (TRs) in Canada to the available permanent resident (PR) quotas, the imbalance becomes painfully clear. The reality is that a very large number of TRs will not have a pathway to permanent residency and many will eventually have to return home.
According to the most recent data, Canada currently has over 2.3 million temporary residents holding valid work or study permits. This doesn���t even include those on maintained status or visitors who are still hoping to transition to PR somehow.
Now, compare that to the economic PR targets, which are around 232,000 for 2025 and are expected to decline each year. The upcoming Immigration Levels plan to be announced over the next 2 weeks will further confirm this and may even lower the numbers further.
Even with generous assumptions, these numbers mean that over 90% of temporary residents will not obtain PR status.
And remember, these figures are not static. Every year, new international students and workers arrive and join the existing pool, making the competition even tougher.
The result? The odds of a temporary resident successfully transitioning to PR will likely remain around 10% or less.
Glad to note an increase in phone and in-person interview calls for Express Entry PR applications under the French category.
This one was long overdue.
