1- Pain needed him alive so he couldn't just finish him

2-Naruto got multiple assists from other people,Kurama and got his chakra restored when pain was exhausted and still barely won

@mrpokke Funny thing is this isn't even the most baffling design choice with this boss. My biggest gripe with her is why TF did they try this hard to stop people without pearl from clearing the fight all together with how unreasonable the sustain requirements are-

@mrpokke The max HP decrease being unremovable is straight up AWFUL but even that wasn't enough shilling for some reason, so they straight up made shields completely useless and the results is that if you don't have enough dmg, you will not survive at all, not even a 1 star
