@Orji_Okosisi1 The issue is what quantum does the fractions refer to. That is, a fraction of what. According to the law, it says one-quarter of votes. So, votes is one-quarter. The 2/3 says 2/3 “of all the states…and the FCT”. It doesn’t say 2/3 of votes.
