بہت ساروں کو شاید 17 اکتوبر 2023 کو ہارون حامد کے اس ایک گول کی پوری اہمیت نہ معلوم ہو۔ یہ گول پاکستانی فٹبال کی تاریخ کا سب سے ضروری گول سمجھنا چاہئے۔ اس نے پاکستان کو پہلی مرطبہ ایک ورلڈ کپ کوالیفیکیشن میچ تو جتوایا لیکن اس کی اصل اہمیت اسٹیڈیم سے باہر محسوس ہوئی.
جب پاکستان کمبوڈیا کا ورلڈ کپ کوالیفائرز فرسٹ راؤنڈ کا دوسرا میچ جناح اسٹیڈیم اسلام آباد میں 17 اکتوبر 2023 کو ہونا تھا تو ماحول کافی گرم تھا۔ پہلے میچ میں پاکستان نے کمبوڈیا میں 0-0 ڈرا نکال لیا تھا تو کافی لوگوں میں امید تھی کہ پاکستان ہوم گراؤنڈ میں کچھ نکال سکتا ہے۔ کچھ لوگوں میں بےتابی بھی تھی کہ پاکستان نے اتنے سالوں سے لگاتار میچ ہار ہار کے اور پی ایف ایف کے سیاسی بحران میں نقصان اٹھانے سے شاید وہ قسمت کو اپنے ہاتھ میں نہ لے سکے۔ کچھ لوگ تو بلکہ یہ چاہ رہے تھے کہ پاکستان یہ میچ ہار ہی جائے کیونکہ ان کو اس ٹیم سے ہی نفرت تھی کہ اس میں اوورسیز پاکستانی کا ہونا ان کے اپنے مخصوص علاقے یا برادری کے فٹبالر کے خلاف “سازش” ہے۔ یہ حال ہے ہمارے لوکل فٹبال کے نام نہاد اسٹیک ہولڈرز کا۔
کئی کو لگا کہ چونکہ میچ منگل کی دوپہر شروع ہونا تھا تو شاید اسلام آباد کی عوام میچ دیکھنے آ ہی نہ سکے۔ نہ اس میچ کی کوئی خاص مارکیٹنگ ہوئی اور نہ ہمارے میڈیا نے اس اہم میچ کو پورا کوور کرنا چاہا۔ پورا پی ایف ایف اس میچ کے لئے اسلام آباد پہنچا ہو تھا۔ اللہ اللہ کرکے جناح اسٹیڈیم کو فیفأ اور اے ایف سی کی ریگولیشنز پر اس قابل کیا کہ وہ کم از کم پاکستان کا ہوم میچ ہوسٹ کرسکے۔
اس وقت کی پی ایف ایف فیفأ کی قائم کردہ نارملائزیشن کمیٹی چلا رہی تھی لیکن تب بھی فیڈریشن کی مشکلات بڑھتی ہی جارہیں تھی۔ کبھی پی ایف ایف پر اقتدار چاہنے والے اوپر سے حکومتی دباؤ لا کر جلدی فیڈریشن کے الیکشن انہی کے حق میں کروائیں تو کبھی فیڈریشن میں انہی ڈھڑوں کی سیاسی مداخلت کی وجہ سے فیفأ کی پاکستان فٹبال پر ۱۵ ماہ کا بین ہوا۔ اور کچھ نہیں تو پنجاب حکومت کو اچانک پی ایف ایف لاہور کی لیز اگریمنٹ پر سوال اٹھا کر اسی بلڈنگ پر خود قبضہ کرنے کی خواہش۔ بیچ میں ہماری فٹبال ٹیم کئی سالوں سے سرکاری مسئلوں کا شکار۔
اسی 17 اکتوبر کی صبح اطلاع ملی کہ پنجاب ریونیو اتھارٹی نے پی ایف ایف کی غیر موجودگی میں پی ایف ایف ہاؤس کو پھر سے لیز اگریمنٹ کی مبینہ خلاف ورزی پر سیل کردیا۔ ہمارے بابو بھی بابو گردی سے بعض تو آتے نہیں۔ فیڈریشن کے اراکین کو چار چار کام ایک ساتھ کرنے پڑے۔ کمبوڈیا والے میچ کو ہونے دیں اور پنجاب حکومت سے منتیں کریں کہ خدارا وقت کی اہمیت تو دیکھیں۔
اس سب مسئلے سے پتہ چلا کہ اگر پنجاب حکومت نے پے ایف ایف ہاؤس واپس نہیں کیا تو شاید فیفأ پھر سے پاکستان پر بین لگوا دے, نارملائزیشن کمیٹی کو دباؤ میں آکر مستفی ہونا پڑے, اور شاید پاکستانی فٹبال اور بربادی کی راہ پکڑے.
اب اس سب پریشان حالت میں یہ کمبوڈیا والا میچ اسلام آباد میں ہوا۔ تنگ ماحول تھا اور پاکستانی ٹیم پہلے ہاف میں کسی طریقے سے اسکور بغیر کسی گول کے برابر رکھا۔ دوسرے ہاف میں جب ہیڈ کوچ اسٹیفن کانسٹنٹائن نے ہارون حامد اور عبدالصمد ارشد کو بینچ سے اٹھا کر فیلڈ میں ڈالا تو لگا جیسے یہ کوئی اور ہی پاکستان ٹیم تھی۔ اٹیک پر اٹیک ہوئے اور بال آخر ہارون حامد نے وہ گول کرکے اسٹیڈیم میں 13 ہزار شائقین کی آوازیں بلند کیں۔ کمبوڈیا کے پاس کوئی جواب نہ تھا اور فائنل وسل پر پاکستان نے تاریغ رقم کی اور تمام پلیئرز اور آفیشلز اور فینز جزبات میں آکے آب دیدہ ہوئے۔
اس گول کی وجہ سے فیڈریشن کی جان میں جان آئی۔ اب ورلڈ کپ کوالیفائرز کے سیکنڈ راؤنڈ میں پاکستان نے اپنی جگہ پکی کی۔ اس کی بدولت پی ایف ایف نے اب حکومت پر دباؤ ڈالا کہ پی ایف ایف ہاؤس واپس کریں۔ پاکستان فٹبال کی نئی جنریشن کے فینز نے بھی آواز بلند کی کہ خبردار اگر ہماری فٹبال ٹیم کو اور نقصان پہنچایا۔ میڈیا نے بھی اس اسٹوری پر کووریج شروع کی اور پنجاب ریونیو اتھارٹی نے کچھ دن بعد پی ایف ایف کو پوری بلڈنگ واپس دے دی۔
اب سوچیں۔ اگر ہارون حامد یہ گول نہ کرتا اور پاکستان یہ میچ ہی ہار کر آؤٹ ہوجاتا تو کیا کیا ہوسکتا تھا۔ حکومت کو اور دھڑوں کو تو کوئی پرواہ نہیں تھی کہ پاکستان پر بین لگے۔ فٹبال چلانا تو ویسے بھی کسی کو آتا نہیں لیکن سیاست کرنے میں ہر کوئی ماہر ہے۔
لیکن وہ گول ہوا۔ فینز نے پاکستان ٹیم کے تمام کھلاڑیوں کو اپنا سمجھا چاہے وہ جس مرزی نسل یا علاقے یا بیرون ملک سے ہوں۔ سیکنڈ راؤنڈ میں پاکستان نے ایشیا کی بڑی ٹیموں کا سامنا ہوا جب سعودی عرب، اردن، اور تاجکستان نے ہمیں ہماری اوقات ضرور دکھائی لیکن ایسے معاملات میں ان ٹیموں کے ساتھ صرف میچ ہی کھیلنا پاکستان فٹبال کے لئے بڑی بات تھی۔ اسی کے بعد ایشین کپ کوالیفائرز بھی کھیلے جب سیریا، میانمار اور افغانستان سے بھی مقابلہ ہوا۔ رزلٹ پھر بھی ہمارے حق میں نہیں آئے لیکن اگر وہ گول نہ ہوتا تو شاید کچھ بھی ہاتھ نہیں آتا۔
لیکن اس ایک گول کی وجہ سے کئی سالوں اور کئی دہائوں سے دھکے کھانے کے بعد اسی سال جون میں پاکستان ٹیم نے ایک انٹنیشنل ٹرافی اپنے نام کی جب مالدیپ میں چار ملکی ڈائمنڈ جوبلی انٹرنیشنل فٹبال ٹورنامنٹ جیتا۔ اس ٹورنمنٹ کا ٹاپ اسکورر؟ ہارون حامد۔
اب آپ لوگوں کو اس 17 اکتوبر 2023 والے گول کی اہمیت ظاہر ہوئی ہوگی۔ جشن آزادی مبارک۔ پاکستان زندہ باد۔

This one is really dicey.
FIFA is registered as a non-profit association under Swiss law. Its 211 member associations own it. It pays no corporate tax in Switzerland. And right now, while the ink is barely dry on the 2026 World Cup final, it is in advanced discussions to sell a minority stake in its commercial operations to private investors, with JP Morgan acting as financial adviser and Thrive Capital, whose chief executive is Josh Kushner, expected to lead the investor group.
UEFA is responding. And I see reason with them. Their statement called it a crossing of a line and said the soul and governance of football are not assets to trade.
Let me explain what is actually happening here and why both positions are legally and commercially coherent at the same time.
The legal vehicle at the centre of this is called FIFA Forward Enterprise, or FFE. It is a FIFA-owned company that would consolidate all of FIFA's commercial rights, broadcasting, sponsorship, ticketing, licensing, and the operational delivery of FIFA tournaments, into a single entity.
Based on how things are proposed, FIFA would retain majority control and exclusive authority over governance, competitions, the match calendar, and all regulatory and sporting decisions.
Private investors would then hold a minority, non-controlling stake in the subsidiary, not in FIFA itself. FIFA says the proposal could deliver more than $10 billion in football development funding over the next four years.
Now here is the legal position.
Under Swiss association law, FIFA has broad autonomy over how it manages and commercialises its assets, provided it pursues its statutory purpose of promoting football and follows its internal decision-making rules.
Creating a commercial subsidiary and selling minority stakes in it to private investors is not categorically prohibited under any applicable law. FIFA already commercialises its rights aggressively through sponsorships, media deals, and licensing arrangements worth billions of dollars per cycle.
Placing some of that commercial activity into a valued vehicle and inviting outside capital is structurally an extension of what FIFA already does, not a departure from it. The proposal requires approval from the FIFA Council and the 211 member associations. That approval process is where the real legal constraints sit, not in Swiss corporate law.
What UEFA is objecting to is not the legality of the structure. They are objecting to the incentive architecture it creates once private capital is inside the tent. And again, that objection deserves to be taken seriously.
Even with formal majority control retained, private investors seeking returns will create ongoing pressure. They will request more matches, an expanded calendar. They will make decisions that prioritise revenue over player welfare or competitive balance.
Of course that pressure will not arrive through a boardroom vote. It arrives gradually, through the logic of what a return on investment requires. FIFA can retain exclusive authority over sporting decisions and still find that sporting decisions are shaped by the financial expectations of its commercial partners. Those are not mutually exclusive outcomes.
The legal permissibility of this structure is high if internal approvals are obtained. The binding constraints are member consent, political capital, and the risk that private capital incentives gradually reshape priorities even under retained formal control.
Football has watched that process play out at club level for thirty years. The question being asked right now, with genuine urgency, is whether the same dynamic should be allowed inside the institution that governs the game itself.
