“Good afternoon, Your Honor. I am Dr. Leroy A. Garrett, pro se advocate for 23,000 victims of Venezuela’s petroleum Holocaust. On August 18, I spoke here, and today I return to urge justice, as their recognized voice, seeking equity.”

“These victims—workers, not merchants—endure PDVSA’s expropriations since 2003, proven by depositions of perjury (D.I. 1802) and Ad Hoc inaction (Medina’s bad faith). The Cartel de los Soles SDGT (July 25, 2025) links this to a terrorist regime. Omitting their rights—property (Art. 21) and remedy (Art. 25)—in pursuit of efficiency may compromise the sale’s validity, as their human rights (Velásquez Rodríguez v. Honduras) remain enforceable against the new PDV Holding stock.”

“I invoke Velásquez Rodríguez v. Honduras (Inter-Am. Ct. H.R., 1988), where gross violations have no limitation, mirroring our case. Simon v. Republic of Hungary (911 F.3d 1172) affirms FSIA claims for U.S.-nexus takings, and Hunt v. Wash. State Apple (432 U.S. 333) supports my pro se standing with PoAs from indigent victims. These precedents urge the court to consider our enduring rights.”

“On August 18, I proposed a 5% deduction from sale proceeds and a 9/11-like fund (Vaca v. Sipes, 386 U.S. 171) to compensate victims, rejected despite my speaking rights.
