How can this claim be consolidated with the fact that Israel withdrew from Southern Lebanon in 2000 after 25 years of presence in which only soldiers went in?

In an attempt to ANNEX southern Lebanon, Israel is now setting up fortifications & creating a so-called “buffer zone” between Israel & Lebanon.

Israel is already ILLEGALLY occupying about 8% of Lebanon’s territory.
