Apart from being ugly, it attracts vermin. That business can get bigger bins, have more frequent collections, send packaging back to suppliers, use cardboard cages.

@EdibleReading Unlikely. If they have the facility, but insist on cash anyway, then def no. Likely they are under reporting sales to evade VAT and tax; or need cash to pay off-book staff & suppliers. What other regs are they avoiding? They are at an advantage against law-abiding competitors.
