Yesterday, I had the honour of welcoming Rt. Hon. @ObothOboth, Speaker of the 12th @Parliament_Ug, together with his delegation upon their arrival at O.R. Tambo International Airport ahead of the 10th Commonwealth Speakers and Presiding Officers Conference (CSPOC).

I wish the Speaker and the entire Ugandan delegation productive engagements as they join fellow parliamentary leaders from across the Commonwealth to exchange ideas and strengthen democratic institutions.

He shared that during the 11th Parliament, he experienced immense financial anxiety, admitting he would fear entering his own office if he did not have at least Shs10 million in cash. He cautioned new members against accumulating unsustainable debts or burdening the House leadership.

The three-day orientation programme for Members of the 12th Parliament has kicked off at the parliamentary south parking lot.

At the commencement of each parliamentary term, a thorough onboarding programme is conducted to assist newly elected MPs in adapting to their roles.

This initiative aims to acquaint members with the institutional culture, legislative framework and organisational structure of the House, ensuring they are well-versed with the systems and practices of their working environment.

In his welcoming remarks, the Clerk to Parliament, Hon. Adolf Mwesige, urged the new members to participate keenly in this orientation programme to facilitate their operations and execution of their constitutional mandate. #12thParliamentStarts

The 12th Parliament commences it’s first sitting, wherein the lawmakers will elect Speaker and Deputy Speaker. The sitting is taking place at Kololo ceremonial grounds.

Impressive Parliamentary Diplomacy

Deputy Speaker @Thomas_Tayebwa urges African legislators meeting under the Organization of African, Caribbean and Pacific States (OACPS) to strongly push back against increasing interference by the European Parliament in the internal affairs of African countries saying they deserve greater respect of their sovereignty.

Tayebwa, who also serves as the OACPS President and Co-president of the Joint Parliamentary Assembly, made the call during a meeting of the Eastern Africa Regional Parliamentary Group in Ezulwini Valley, Eswatini.

Tayebwa criticised a decision by the European Parliament to pass a resolution against Uganda’s elections and summon Uganda’s ambassador following the general elections in January despite earlier positive assessments from EU observers who hailed the elections as free and fair.

Tayebwa said such actions contradict the principles of mutual respect outlined in the Samoa Agreement under which the OACPS–EU Parliamentary Assembly operates.

Tayebwa added that there is no shortage of examples where the European Parliament has passed resolutions that hurt African countries. He said the European Parliament passed a resolution in 2022 to halt the construction of the East African Crude Oil Pipeline. This resolution was opposed and later rescinded during an OACPS meeting in Maputo. This, he said, demonstrates the value of standing firm against what is not right.
