Esto, por razones obvias, ha pasado completamente desapercibido. Pero es importante por tres razones:
- Cataluña dejar de estar sola apoyando el nuevo modelo en el CPFF, que es pasado mañana.
- El coste del modelo para la Administración General del Estado aumenta, por lo menos, en 1.300 millones de euros anuales. Si añadimos a los 21.000 millones de coste inicial, y a los 3.000 millones de aportación adicional al Fondo de Compensación Interterritorial, ya estamos por encima de los 25.000 millones. Como estamos viendo en los últimos días y meses, al Estado le sobran recursos presupuestarios para todo (es ironía, o más bien sarcasmo).
- La posición en la que queda la consejera canaria de Hacienda del PP, Matilde Asián, y el PP de Canarias es complicada...
Parece que, tras el voto a favor de Junts a la condonación de la deuda, toda esta historia de la financiación "singular" de Cataluña no está muerta.

Quick update on the EU chat control and my post below:

The Council of the EU has approved the EP's amendments on July 23, meaning Chat Control 1.0 is now officially reinstated until April 2028.

The key takeaway: voluntary message scanning is back, but end-to-end encrypted services (WhatsApp, Signal, iMessage) are explicitly excluded thanks to Parliament's amendments.

Worth noting: from the moment platforms had to halt voluntary scanning in early April, to it being legally reinstated, just 3-4 months passed. chat control supporters in the EU institutions really did everything politically possible to get that back in the books - more details in the post below.

The long-term fight, Chat Control 2.0, remains very much open and politically sensitive. So please stay vocal!

"A man has been detained in Dnipro by the Security Service of Ukraine for activating over 1,000 Starlink satellite communication systems on Russia's orders.

Investigators have found that the man, who was born in Ukraine's Luhansk Oblast, came to the attention of the Russian secret services through Telegram channels that were offering "easy money".

In exchange for cash, the suspect initially registered a Starlink terminal in his own name using personal details provided by his Russian handler.

He was subsequently instructed to recruit as many people as possible to assist with the verification of satellite equipment. To carry out this task, the suspect decided to activate Starlink systems at postal service branches using proxies' personal details.

The SSU found that the ringleader of the scheme used this method to verify over 1,000 satellite communication terminals for the Russians."
