PUBLIC STATEMENT
On 27 December 2025, a 23-year-old Ugandan, Edward Mukwaya, was brutally beaten to death in Nsangi for standing up against injustice.
Edward Mukwaya refused to remain silent as @PoliceUg officers violently assaulted an innocent civilian, as residents in the area prepared to welcome presidential candidate Robert Kyagulanyi Ssentamu @HEBobiwine
Guided by conscience and courage, he approached the officers and demanded that they stop the cruelty. Instead, the police turned on Edward, subjecting him to severe beatings amounting until he lost consciousness. He died a few hours later from the injuries inflicted by those entrusted with protecting life.
Although the police have denied responsibility, Edward’s friends and multiple eyewitnesses have attested that police brutality and torture were the direct cause of his death. Such denials are consistent with a long-standing culture of impunity within Uganda’s security forces.
Speaking out against injustice is not a crime. The Constitution of the Republic of Uganda expressly guarantees the right to life and freedom from torture, cruel, inhuman, or degrading treatment or punishment. Uganda is also a State Party to binding regional and international human rights instruments, including,
The UN Convention Against Torture (UNCAT)
The International Covenant on Civil and Political Rights (ICCPR)
The African Charter on Human and Peoples’ Rights
These covenants impose an absolute obligation on the state to prevent torture, protect life, investigate violations, and hold perpetrators accountable. The killing of Edward Mukwaya represents a grave violation of both domestic law and international human rights obligations.
We condemn, in the strongest terms, the continued use of torture and excessive force by police and military personnel, which has led to the shooting, torture, and killing of innocent civilians across the country.
We therefore demand, an independent, impartial, and transparent investigation by @UHRC_UGANDA
The prosecution of all officers responsible for Edward Mukwaya’s torture and death and full accountability.
Silence in the face of injustice enables abuse.
Torture is a crime under Ugandan law and international law, and it must never be normalized or excused.

Uganda's Chief of defence forces and son to President Yoweri Museveni Gen Muhoozi Kainerugaba has published a photo of missing NUP president Bobi Wine's head of security Eddie Mutwe.
Mutwe has been missing for 5 days now since he was abducted by unknown men.
In a reply to Bobi wine's tweet asking about his whereabouts, General Muhoozi said Mutwe is "in my basement learning Runyankole, you are next"
