A contractor's job is primarily execution,unless the contract gives him design responsibility.

In site meetings, consultants have a behaviour of blaming/faulting the contractor on everything.

If you fail to respond to RFIs, you should also bear responsibility. But contractors don't know this hence incur a lot of losses in reworks!
