@MikeLevin Research into bio-safety and pathogens is inherently dual use. In other words, the knowledge gained can also be applied to develop bio-weapons. It would not be surprising for an adversary like Russia to fear the worst, even if the program was actually benign.

* I would like to know why it was not considered a good time to speak with Russia four years ago. Our political class boycotted diplomacy for all these years while hundreds of thousands of young men died, and put us on a path toward nuclear war that we are still on. Anyone who argued for diplomacy was smeared and censored by our radicalised political-media establishment. So why was it considered immoral to speak with the other side then, but not now?
@ExnerPirot We'll see, but I find it difficult to imagine Carney would act that stupidly. National unity always has to be the first priority of any gov't of Canada. And unity is especially important now for Canada as it faces threats from the US.

@BenNollWeather This is likely a consequence of downward displacement of isopycnal (constant density) surfaces, i.e., warm, near-surface water displaced downwards. If so, then it's not due primarily to heating of ocean waters.
