Perpetrators of murder can be initially treated as victims by police because the perpetrator often controls the initial information given to police.

In Henry Nowak's case, a 999 call made by the murderer's brother alleging a crime occurred.

Unpopular opinion, but I think @AndyBurnhamGM may be just what British politics needs.
As someone who's not a leftie,I prefer a leftie into decentralisation as opposed to one into keeping the centralised status quo, because we need to change the economic debate.

@wool86477 @AndyBurnhamGM It all depends on how far down devolution goes. Replacing an anonymous civil servant in Whitehall for one in Cardiff, Edinburgh or Rotherham doesn't make much of a difference. There is still no real sense of stakeholdership at that level

@Sam_Dumitriu It's about local services and local employment, which is important in an economy that does its best to prevent any *internal* migration by paying people to stay where they live - and make this permanent by outlawing any local differentiation/competition to attract investment

Why don't we create local reporting and bidding systems open to all local tradesmen, awarding contracts for each job to whoever can get it done first? We may find that their smaller scale and more competition substantially brings down costs while raising quality...

The first to notice (and complain about) potholes are white van men, many of whom have the skills to fix potholes. Unlike contractors from elsewhere, they'll do a good job because they have to use the roads. So why not devolve responsibilty for local roads to the parish level?

He’s gone to a plant in Ireland that makes that possible but killing Ukrainian children isn’t grounds for sanctions, according to local voices. But it would be for Israel.
